In my opinion Polish government  is not rich enough  to support all students giving them a free access to studies. I think that the problem of payment should be overcome in the least harmful way for young people. For example, everyone should pay small amount of money and at the same time there should be given scholarships. Many of students  should receive them. There should be some kinds of this transfers, for example social benefits or grants. People who are involved in some organisation should be also granted with some money. This situation would decrease the states spending  and encourage young people to think rationally. They would be studying  harder because of the awareness  that they pay for it an they would receive some benefits. They would not waste other people money doing nothing.
On the other hand, the law gives us the access to non-payable  high education . Why should we be against? The state should be a welfare state. When studies costs, less brilliant young people from rural areas study. The society could help them giving scholars or other support. The fee is not really the biggest problem. There are other concerns like accommodation  or every day living costs with prevent  them to study. 
I strongly recommend to give more grants and scholars, to encourage entrepreneurs to spend money on benefits for brilliant people. The small fee will not be so harmful. 
The government should change the law and for example reduce taxes for them who sponsor the universities. The authorities could also help youngsters to find first jobs. 
We should say that free university education is hardly to be achieved and for this reason , something should be done, to give opportunity for them who want to study and cant afford for it.
